The Highway 401 Palace Road Overpasses (EBL and WBL) underwent major rehabilitation in 1983, and 1988, and in 2012. They are now nearing the end of their service life and require a final rehabilitation, which is considered to be a holding strategy to maintain structural integrity and to ensure the safety of the travelling public.

Please note that this project is separate from the Preliminary Design and Class Environmental Assessment Study - Highway 401 Interchange Improvements at Palace Road (G.W.P. 4197-13-00) completed in March 2019.

The Ministry has retained the services of McIntosh Perry Consulting Engineers Ltd. to complete the Environmental Assessment and Detailed Design for the rehabilitation of the overpasses.

The rehabilitation is following the approved environmental planning process for Group ‘C’ undertakings in accordance with the MTO Class Environmental Assessment (Class EA) for Provincial Transportation Facilities (2000).

Study Commencement
Members of the public, Indigenous communities, municipalities and emergency services, government agencies, interest groups and other relevant stakeholders were notified through a ‘Notice of Study Commencement’ published in the Napanee Beaver and the Napanee Guide on Thursday, January 30th, 2020.

Environmental Screening Document
An Environmental Screening Document (ESD) will be prepared detailing the existing biophysical and socio-economic environment, summary of design features, potential impacts of the undertaking, and required mitigation measures. Upon completion of the Detailed Design, the ESD will be kept on file with the Ministry.
