The Highway 401 Napanee River Bridge (eastbound lane & westbound lane) is located over the Napanee River, approximately 2.5 km east of County Road 41 (Centre Street North) in the Town of Greater Napanee, County of Lennox & Addington. The Highway 401 structure was built in 1960 and underwent major rehabilitations in 1983 and 1987 and a partial rehabilitation of the westbound lane in 2017.  

The purpose of the study is to identify the appropriate strategy to rehabilitate or replace the Napanee River Bridge. The study is being undertaken as the bridge is nearing the end of its service life, there are identified drainage deficiencies within the study area and there is a need to establish the footprint of the future six and eight lanes of Highway 401.

The Ministry has retained the services of McIntosh Perry Consulting Engineers Ltd. and LEA Consulting Ltd. Joint Venture (MP-LEA Joint Venture)  to complete the Preliminary Design and Environmental Assessment for the Napanee River Bridge (in both the eastbound and westbound directions) and related Highway 401 pavement improvements.

The study is following an approved planning process under the Class Environmental Assessment for Provincial Transportation Facilities (2000) for a Group “B” project, which will include opportunities for stakeholders, external agencies, Indigenous communities and the general public to provide input throughout. Upon completion of the study, a Transportation Environmental Study Report (TESR) will be prepared to document the existing environmental conditions, summary of design features, potential impacts of the undertaking, and required mitigation measures. The TESR will then be made available for a 30-day public review period once complete.

The project team welcomes public comments at any time during this project. All information will be collected in accordance with the Freedom of Information and Protection of Privacy Act (FOIPPA). With the exception of personal information, all comments will become part of the public record.

Study Commencement
Members of the public, Indigenous communities, municipalities and emergency services, government agencies, interest groups and other relevant stakeholders were notified of the project through a ‘Notice of Study Commencement’ published in the Napanee Beaver and Napanee Guide on Thursday April 30th, 2020.

Public Information Centre
An online Public Information Centre (PIC) will be held to provide members of the public, external agencies and other interested stakeholders with the opportunity to review the proposed design, anticipated environmental effects and the mitigation proposed to address potential adverse effects. PIC materials will be available on this project website and will also be available for download for off-line viewing. At that time a ‘Notice of Public Information Centre’ letter will be mailed out to members of the public, Indigenous communities, municipalities and emergency services, government agencies, interest groups and other stakeholders and posted on this website to indicate that materials are available for viewing. Stakeholders will have an opportunity to review the materials and submit comments directly to the Project Team via the project website.

Display materials for the 'Online Public Information Centre' will be posted on this website once completed.

Transportation Environmental Study Report
Upon completion of the Preliminary Design, a Transportation Environmental Study Report (TESR) will be prepared and filed with the Ministry of Environment, Conservation and Parks for a 30-day public review period. At that time, a ‘Notice of Study Completion and Transportation Environmental Study Report’ containing the dates for the review period, as well as the review locations, will be published in local newspapers and posted on this website. Interested persons are encouraged to review this document and provide comments.

The final 'TESR' will be posted on this website once completed.

Canadian Navigable Waters Act Public Review
Under the newly updated Canadian Navigable Waters Act, this project is considered a Major Work on an Unscheduled Waterway, and as such requires a public resolution process to be followed and federal agency approval obtained from Transport Canada’s Navigation Protection Program (NPP). Under these new regulations, a ‘Notification of Work’ outlining information regarding the Major Work and the potential impact on the right to navigation during and after construction will be published in local newspapers and posted on this website. This notification will include a Common Project Search (CPS) registry number to direct interested parties to the Transport Canada website where additional documentation regarding the project will be posted for a 30-day public review and comment period.

The ‘Notification of Work’ will be posted on this website once completed.
